In the paper the influences of altitude and atmosphere condition on external insulation test voltage are introduced
and the effect mechanisms are analyzed respectively.In order to reduce test error and improve efficiency
an internet application program is designed by visual basic6.0 based on test correction principle.Practical application proves that the software is effective in practicability.
