Abstract
The development of technology in Germany and Japan shows that the German education mode in high voltage engineering is better than American. Outstanding academic leaders in the university are very important to educate high quality graduates. Experimental work is still the essential ability for a high volt-ageengineer although computers are widely used now and will be more powerful in future.
