
Publishing Ethics
High Voltage Apparatus adheres to internationally recognized publishing ethics guidelines established by international organizations (e.g., WAME, COPE, etc.) and firmly opposes all forms of plagiarism. The editors, authors, and reviewers of the journal are expected to fulfill the following responsibilities (including but not limited to those listed below) and comply with the journal’s other requirements.
I For Authors
1. Authors should not submit the same manuscript or substantially similar content to multiple journals simultaneously.
2. Authors must ensure that the manuscript has not been published previously, either in part or in whole.
3. Authors must ensure that there is no academic misconduct such as plagiarism. All references must be properly cited, and the sources should be clearly indicated within the manuscript.
4. Authorship must meet the following four criteria:
Ÿ Make significant contributions to the conception or design of the study, or the acquisition, analysis, or interpretation of data for the study;
Ÿ Draft the research paper or critically revise it for important intellectual content;
Ÿ Approve the final version to be published;
Ÿ Agree to be accountable for all aspects of the work, ensuring that questions related to the accuracy or integrity of any part of the work are appropriately investigated and resolved.
Individuals who do not meet the four criteria could be acknowledged in the “Acknowledgments” section if consent is obtained.
5. Authors must ensure that the content of the manuscript does not involve state secrets, violate national regulations concerning text or images, or compromise national sovereignty or interests.
6. If the research results described in the manuscript have been granted a patent application number (or patent right), this must be clearly disclosed to the editorial department.
7. Authors must not fabricate or manipulate any data, including images.
8. When submitting to the journal, authors must disclose all sources of funding and any financial or non-financial conflicts of interest that could potentially influence the research findings or the writing of the paper.
9. Authors should proactively report their contributions and any conflicts of interest when submitting to the journal. Please refer to the "Author Statement Form" in the "Download Center."
II For editors
1. Editors may accept, reject, or request revisions to the manuscript based on the peer review comments. Editors‘ decisions regarding acceptance or rejection must be free from any conflicts of interest.
2. Editorial decisions should be made solely on the basis of the manuscript’s importance, originality, clarity, reliability of the research findings, and relevance to the journal’s scope, and must not be influenced by the authors’ nationality, ethnicity, political background, race, beliefs, or other factors.
3. Editors must not use unpublished information contained in a submitted manuscript for their own research without the author’s explicit written consent.
4. Editors should take reasonable measures to respond when ethical complaints have been presented about a submitted manuscript or published paper.
III For reviewers
1. Reviewers must respect the intellectual property rights of authors, refrain from plagiarizing their work, and maintain strict confidentiality prior to publication.
2. If a reviewer feels unqualified to assess a manuscript or is unable to complete the review within the required timeframe, they should notify the editor and withdraw from the review process so that the manuscript can be reassigned.
3. Reviewers must decline a review invitation if they have any conflicts of interest resulting from competitive, collaborative, or other relationships with the authors, companies, or institutions associated with the manuscript. Reviews must be conducted fairly and objectively, without being influenced by the origin of the manuscript, the authors' nationality, institution, race, religion, beliefs, gender, or any other personal characteristics.
4. Reviewers must ensure that all data sources used by the authors in the research are properly cited. If potential plagiarism or duplicate submission is suspected, the reviewer should report it to the editor immediately.
5. Reviewers should express their views objectively and clearly with supporting arguments.
IV Advertisement Policy
Advertisements in this journal appear in the print edition and primarily promote various high-voltage electrical equipment and related components. The journal’s advertisement policies and requirements comply with the regulations set forth by the State Administration for Market Regulation. Advertisements are presented independently from the journal’s academic content, and their presence does not influence editorial decisions or the acceptance of any submissions.
