After defining the harmonic voltage transfer factor

the paper analyzes the fundamental methods for harmonic voltage transfer characteristics. An example with different voltage levels is provided for extract-ing the basic laws of harmonic voltage transfer. The results indicate that high penetration rate from higher voltage level to lower voltage level is presented. The impact details depend on factors including downstream line parameters and paralleled capacitors operation state（turning on / off）. Low penetration rate from lower voltage level to higher voltage level is also clearly shown with little impacts of downstream capacitors state.Within the same voltage level
